Biography
Cindy Crosby practices in the areas of municipal law and general public law. As a former assistant city attorney for the City of El Paso she is intimately aware of issues facing cities as they grow and face challenges from new development as well as areas which must be revitalized. She has continued her focus on land use and development issues, including addressing zoning, subdivision regulation, annexation, utility development, and the review, evaluation and revision of municipal ordinances that are related to such issues.

Cindy has also expanded her practice to include areas to include purchasing, election and charter amendments. As part of dealing with her clients' every day needs, she has provided legal advice to municipal, school and county clients in all areas of public law from municipal ordinance drafting and compliance with the open meetings/open records laws to special issues related to water and wastewater utilities, ethics, real estate acquisition and development, and economic development.
Career Highlights, Honors and Appointments
Successfully defended the City of El Paso, Zoning Board of Adjustment in District Court when sued by a neighbor unhappy with a building official decision (Cause No. 2007-4401, 346th District Court).

Former Assistant City Attorney - City of El Paso, Texas. Served as legal counsel to the Mayor, City Council, and various city boards and commissions to include the Zoning Board of Adjustment and the City Plan Commission. Additional assignments in this capacity included serving as legal counsel to the Metropolitan Planning Organization, addressing Texas Department of Transportation issues, building permit and sub-standard building issues, municipality utility district issues, development agreements for property in the ETJ, and municipal ordinance drafting.

Development Manager/Consultant - Liaison to governmental entities for a private developer and home builder in El Paso, Texas. Ensured compliance of regulatory laws including permit and entitlement requirements. Coordinated acquisition of raw land for residential and commercial purposes, including review of financing, title documents, contracts, and other real estate documents.
