Attorney Bob Heath to Speak at 2016 ABA Annual Meeting

Attorney Bob Heath will speak on an election law panel at the 2016 American Bar Association’s Annual Meeting.  This year’s meeting will be held on August 4-9 in San Francisco.  Bob will discuss key points of his new publication titled “Evenwel v. Abbott: Redistricting and the Meaning of Political Representation.”

Bob’s publication, which is now available on our website, discusses how:

“In Evenwel v. Abbott the Supreme Court had to address the question of whom our democratic institutions are designed to represent.  Is it everyone or only persons eligible to vote?  In a decision that drew on the history of the adoption of the Fourteenth Amendment and that chose a more inclusive view of our democracy, the unanimous Court rejected the request that it limit the apportionment base to eligible voters.”
